• Migration has both benefits and costs. Increasing
pressure on infrastructure and services in the largest
cities cannot be ignored, but should be linked to the
wider context of national development strategies.
More balanced and equitable regional development
through investment in infrastructure in small and
intermediate urban centres and increasing non-farm
employment opportunities can ease pressure on the
large cities. This requires a careful assessment of
local opportunities and constraints, effective access
to national, regional and international markets
and, most importantly, coordination with macroeconomic
and sectoral policies at the national level.
