The two private faith-based institutions, the K–5 school and the university,
began work together on February 2, 2003. Preparation and
preplanning for the project included selecting university faculty to
participate in the project; discussing budget implications for the university;
completing a review of the literature on school reform; assessing
the needs of the K–5 school in terms of student achievement,
curriculum, and staffing; and designing a plan for intervention.
Prior to implementing the partnership, the university team
attempted to collaborate with the K–5 school to determine the
need for change in terms of existing strengths, areas for improvement,
and ongoing assessment. Because the K–5 teachers lacked
the experience to identify areas for improvement, a plan was created
by the university mentors and dean emeritus to improve the
teaching and learning process. This plan included curriculum
development, training to enhance instruction, and ongoing student
assessment. University mentors were assigned, one to each K–5
teacher. Mentors visited classrooms weekly to observe or to model
teaching strategies, participated in the K–5 weekly teacher meetings,
and provided professional development workshops. Inservice
education and workshops were developed for parents as
well as teachers. The dean emeritus served as principal for 2.5 years

as the K–5 school transitioned to a new administration. The entire
school became involved in the change process.
The K–5 school board endorsed this plan for change. However,
it was apparent to the university mentors and the dean emeritus
that all but one of the teachers were initially resistant, fearful,
and resentful of the ‘‘intrusion’’ of the university team. After the
first year, one teacher was asked to resign and another was moved
to the preschool program due to unwillingness to support the
improvement plan. At the end of the second year, another teacher
was asked to resign. The dean emeritus, as acting principal, led the
hiring process to replace these teachers. She collaborated with the
mentors as well as the school board. The addition of new teachers
to the K–5 school changed the school climate by enhancing the
relationship between the university mentors and the K–5 teachers.
