not assembled among the volunteers. Instead, the assignment was compulsory. Consequently, some of the participants may have aimed to complete the course as soon as possible, and also they may have attended half- heartedly. These negative factors might have obstructed the attitudes to be increased positively. Volunteers are
more motivated to learn, willing to change and willing to be risk takers than non-volunteers (Lawless & Pellegrino, 2007; Loughran & Gunstone, 1997). Furthermore, it is not available a follow-up system or a
coaching subsequent to the PD programs in Turkey. The awareness of teachers about the nonexistence of such a follow-up program might have obstructed the attitudes of teachers to be increased positively.
