Among the economies that do allow foreign long-haul drivers to compete in their domestic trucking market, most do impose certain restrictions on these drivers while hauling freight in member economies. Six economies noted that foreign long-haul carriers were restricted to drive only on specified roads. Two economies indicated that foreign long-haul carriers were subject to different truck weight and size regulations than domestic long-haul haulers. Only one
economy (Singapore) related that foreign long-haul carriers were allowed to take triangular international trips. However, eight economies reported that foreign long-haul carriers were permitted to drive all the way to the goods’ final destination and seven economies relayed that these carriers were allowed to take return hauls. Most respondents answered that the foreign carrier must satisfy permitting requirements; eight economies specified truck safety inspection mutual recognition; seven economies indicated driver’s license mutual recognition, and five economies listed truck insurance mutual recognition.
