Coal mining companies need to re-examine mine safety awareness, pay attention to miners’ comfort and benefit security, and establish a new management system so that the staff will feel free
to work and cooperate. First, senior managers should attach great importance to constructing a people-oriented coal mine safety culture and to maximizing miners’ RFB. The stimulation of extrinsic factors may strengthen miners’ RFB, but the impact of this stimulation will
not last if it is not internalized as an intrinsic motive. Safety culture
has different dimensions, but this study proves that a people-oriented culture has positive effects on the durability and maximization of RFB. Therefore, coal mine senior leaders have to do whatever it takes to build the people-oriented aspects in the construction of a safety culture to ensure the stability, durability, and
maximization of their miners’ RFB.
