Abstract: This study aimed to develop a practice guideline for clients of smoking cessation clinics. Two developing processes were conducted based on the protocols of the National Health and Medical Research Council (NHMRC) of Australia and the framework of Transtheorethical Model, i.e., 1) development of the clinical practice guideline, and 2) evaluation of the guideline for content validity by a panel of 5 experts and pre-testing for its practicability rated by the users. The newly developed practice guideline is composed of 3 steps: 1) assessing history of smoking, 2) planning and operating clients stages of behavioral modification according to Prochaska & Diclemente, and 3) evaluating of the behavioral changes. The result of content validity evaluation confirmed that two implementing steps, i.e., assessing the stage of smoking behavior changes and evaluating of the behavioral change were appropriate. At the second step, two experts reported that the operating activities of the contemplation stage, preparation stage and maintenance stage needed to be added, especially on the pros and cons of making a choice on smoking cessation, multiple options on smoking cessation and care provision for persons in the relapsed stage. The results on evaluation of practice guideline feasibility showed that all participating providers confirmed the feasibility of the two implementing steps (assessment and evaluation). Only one public health staff member who had less working experience (1.5 years) and confidence reported some difficulty with the planning and operating step. Thus, additional reflective questions aimed at raising awareness in smoking cessation were formed. As a result, a training course especially on skills for raising awareness and reflective questioning should be conducted before implementing the
guideline in order to provide effective support for smoking cessation of the clients.
