Location matters for poverty causes and consequences. This report has argued
that although the urban poor share many characteristics with their rural counterparts,
location is a key component for understanding the structure and trends in deprivation,
as well as the policy interventions needed to abate poverty. Nevertheless, urban areas
are highly heterogeneous, both within and across cities, and regional differences may
matter more than rural/urban ones. As such, care should be taken not to rely too
strongly on a rural/urban dichotomy.
