areas of dispute. They took photographs of people and communities, and overflew and
patrolled some areas with helicopters. These actions created fear among villagers.
Forced evictions of people from their homes and communities for allegedly
encroaching on forest reserve or public land have occurred.
In order to prevent people from returning to their land, authorities have uprooted and
destroyed their crops. Many houses have been demolished.
The military undertook surveillance of villagers’ campaigns, meetings and seminars
relating to natural resources management. Many participants have been summoned and
forced to sign agreements that they would not carry out any further activity.
The NCPO has entirely neglected the methods of examining and verifying the land
rights of communities, including examining the historical, traditional, and cultural
context of the affected communities.
