PRE-QUALIFICATION
SECTION 1
INSTRUCTIONS TO APPLICANTS FOR PREQUALIFICATION
(LOCAL CONTRACTS)
1. SCOPE OF BID
1.1 The Government of the Kingdom of Cambodia has obtained a loan from the Asian Development Bank, hereinafter referred to as ADB, towards the cost of the Emergency Flood Rehabilitation Project and intends to apply a portion of the proceeds of this loan to eligible payments under the contracts for which this Invitation to Pre-qualify and Bid is issued. Payments by ADB will be made only at the request of the Ministry of Public Works and Transport (MPWT) and upon approval by ADB and will be subject in all respects to the terms and conditions of the Loan Agreement. No party other than MPWT will derive any rights from the Loan Agreement or have any right to the loan proceeds.
1.2 The Employer for the Works will be the Ministry of Public Works and Transport. The “Engineer” who will supervise the Works on behalf of the Employer will be an international engineering consultant Scott Wilson –BCEOM – KCEC JV.
1.3 Pre-qualification is open to contractors who are eligible to apply in accordance with the provisions of Clause 10 of the General Instructions to Applicants. There are four Contract Packages involved in these bidding documents. These works involving the rehabilitation of road damaged in the 2000 and 2001 flooding, restoring this road to their pre flood condition.
1.4 The scope of the various contracts within this Package are detailed separately in the Instructions to Bidders.
2 SUBMISSION OF APPLICATIONS
2.1 Applications for Pre-qualification must be submitted at the same time as the Bid submission in accordance with the requirements of the General Instructions to Applicants and in accordance with Part D „Submission of Bids‟ in the Instructions to Bidders.
2.2 Each Applicant is required to enclose its Pre-qualification application documents (one original and one copy) and Bid documents in two separate sealed envelopes. The first envelope will contain all of the Pre-qualification documents and will be clearly labeled "PREQUALIFICATION". The other envelope will contain all of the Bid Documents and will be clearly labeled "BID":
2.3 The Pre-qualification and Bid envelopes must then be enclosed in a single sealed envelope marked with the name of the Project, the Contract Packages being bid for and the name of
