The consultation paper entitled Pace of Socio-economic Change under the Constitution released by
the NCRWC takes a critical look at India's development experience since 1950 when the Constitution
came into force. This paper evaluates the successes and failure of the State in fulfilling its
constitutional obligation of assuring every citizen a life with dignity. The overarching concern of the
paper is whether socio-economic progress made since independence has been fair, fast and
equitable in everybody's experience - particularly of those belonging to the weaker sections of society
like women, children, Dalits and Adivasis.
