In Finland, adults' skills and competences are usually at a high level, which is one reason why there has been insufficient discussion of the lack of foundation skills. Such missing skills are, nevertheless, clearly a reality for a number of adults. The country review recommends that more attention is paid in the future to foundation skills.
In practice, missing foundation skills mean that a part of the adult population has difficulty either making simple arithmetic calculations or understanding even straightforward written information. The problems therefore relate to skills which are needed in everyday life. Literacy and numeracy are also connected with problem solving skills in technology rich environments.
