The authority should understand the urgency of the lowering the water in the affected pavement areas. It should be understood that the most of the damaged asphalt pavements had severe rutting or depression in wheel-path areas, the pavement would deteriorate further under the influence of water from below. Once the first rain comes, additional water from the rain will infiltrate into the damaged pavement, causing it to reach the ultimate failure state beyond minor repairs as shown in Figure 43, then the airport operation will be greatly affected if additional taxilanes have to be closed apart from Taxilane T11. In addition, more pavement damage may appear in other areas with possible high water levels including Taxilanes T9, T10 and some sections of taxiways and runways if no immediate action had been taken.
