Acts that ”circumvent a technological measure” are defined broadly, notably as descrambling or decrypting or otherwise disabling, impairing, or avoiding technological measure, but these acts are prohibited only in defined circumstances. The copyright act provides for liability , as well as a broad range of remedies, for acts that lead to such circumvention to gain unauthorized access to a work .In addition the copyright act makes it illegal to manufacture ,import , distribute , or provide products or services that are primarily designed , produce , or marketed for the purpose of circumvention technological measure. These provisions apply to knowingly trafficking such products or services to gain access to the work or to end-run copy controls or similar protections. These provisions have been construed to preclude disseminating information, notably a computer program, that facilitates circumvention.
