The nature and impact of these adaptation policy frameworks are critical parameters if the discussion of low carbon cities is to progress beyond the state of unintelligible noise. In this paper, we focus on Broward County, Florida – whose governmental response is perhaps one of the leaders among local governments in mitigating and adapting for climate change challenges. Broward is a coastal county located in southeastern Florida, USA that is faced with a number of climate change challenges including sea level rise, energy conservation challenges, and greenhouse gas reduction (Broward County Board of County Commissioners, 2008).
