The MIC plans to foster ISP business at an industry level. Internet backbone networks will be expanded for joint utilization of Internet service providers and joint lease of international Internet lines will be encouraged. To promote IP, a share of telephone charges for information provision services will be given to information providers. The Ministry will also be building a system to support IP companies from company startup to the development and marketing of products. Twenty SOHO support centers and facilities centers will support IP businesses by providing technological and managerial advice from IP consulting pools by 2001.
• Supporting Content Development for Accumulating Information in Cyber Space
The MIC will be digitizing raw data materials necessary for IP companies to develop content, namely knowledge and information from private and public sectors, by promoting information database construction, connection projects and video material digitization. In addition, a system to provide private IP companies with raw data at a low cost will be established. IP companies will use this network to develop content through the listing and commercialization of public information (around 1,500 different types of material by 2002) and digital banks projects.
