4. Gap analysis between air and marine transport
The SEAHORSE gap analysis is related to the gaps that exist between maritime and aviation. In a workshop with
maritime and aviation attendees the topics and sub-topics were discussed and a joint decision was made about the
existence of otherwise of a gap. The criterion for stating that a gap exists was that the gap should have an impact on
safety. It was not a statement of difference between the maritime and aviation systems.
Following the workshop a total of 44 gaps were identified which impact safety in the maritime sector (Table 1).
This is the first such study clearly providing the gaps between the air and maritime transport with regards to safety.
