Division is a great political and legal convenience when orchestrating settlement
across the Green Line, as the institutions’ respective mandates and
funding sources can be insulated from the political implications of settlement
in occupied territory . . . it is not as private or rogue institutions but
as central state authorities that, in their vision and their policy, JAFI, WZO,
and JNF [Jewish National Fund] have already annexed the West Bank and
Gaza Strip.39
