TA and the ICAO Assembly
About ICAO
A specialized agency of the United Nations, the International Civil Aviation Organization (ICAO) was created in 1944 to promote the safe and orderly growth of international civil aviation throughout the world. Today, ICAO has 191 Member States and the organization's key role is to establish standards, recommended practices and guidance materials that ensure aviation safety, security, efficiency and regularity, as well as environmental protection. IATA, as the global airline industry association, has a long history of cooperation with ICAO.
Cooperation
The fact that IATA's headquarters is located in Montréal, mere steps from the ICAO building, is a clear statement of our commitment to this relationship. Through our joint efforts, we have cooperated on the production of standards and recommended practices in many areas.
The close collaboration between IATA and ICAO, and by extension between industry and government, is critical to maximizing the social and economic benefits of aviation – from job creation to greater cultural understanding. Industry and government must work together with a common vision and purpose.
About the Assembly
The ICAO Assembly, composed of representatives from all Member States is the sovereign body of ICAO. It meets every three years, reviewing the work of the organization, approving its budget and setting policy for the coming triennium. IATA is one of a limited number of key international organizations that are authorized to attend the Assembly as observers. The next ICAO Assembly will be the 39th Session from 27 September to 7 October 2016, in Montreal.

ICAO’s 38th Assembly concluded on Friday 4 October 2013 with a series of successes for the industry – the most visible of which is an agreement on a path forward with regard to climate change.
Following fierce debates and several rounds of votes in the Assembly’s Executive Committee, the Assembly decided to develop a market based measure for international aviation. It also requested the ICAO Council to finalize the work on the technical aspects, environmental and economic impacts and modalities of the possible options for a global MBM scheme. The results of the work of the Council will be reported to the next Assembly in 2016 for decision.
Other achievements: safety, security and regulatory issues
With the help of several states, the Commission maintained a high-level focus on consumer protection that is consistent with the Montreal Convention 1999 and strikes a balance between protecting passengers and ensuring industry competitiveness. The industry principles, adopted at our AGM in Cape Town, will be taken into account by ICAO as it now begins this important work.
On taxation the Assembly took a positive step forward, urging States to avoid imposing discriminatory taxes on international aviation and double taxation;
The Assembly urged States to ratify the Montreal Convention 1999 as soon as possible
The industry, in partnership with several States was also successful in putting cargo liberalization on the agenda, with the Economic Commission calling for ICAO to develop an agreement to liberalize air cargo services
State support was expressed for IOSA and Enhanced IOSA
Unanimous support for a diplomatic conference to revise the Tokyo Convention on unruly passengers
