Findings linking perceived barrier which is an
aggregation of subjective norms and perceived behaviour
control with behaviour is also consistent with research on
environmental attitudes and behaviour (Bortoleto et al., 2012;
Grob, 1995). One of the potentially significant findings from
this study was the conceptualization and testing of the
construct driver termed Perception of Enablers Need. Inter-
estingly, the SEA policy model indicates that this driver is the
most significant predictor of SEA integration in policy
planning in the case of SWM in Malaysia and is by itself
influenced by both drivers of perception of benefits and
perception of barriers as well as sub-drivers of environmental
attitude and environmental awareness.
