As global consensus about the need for integrated management grows, it may now be social
and economic forces, rather than technical considerations, that determine the success of integrated
management and planning effort. The planning is mainly targeting national level in the Ministry of
Water Resources and Irrigation (MWRI) in Egypt.
Although most of water problems happen within the district boundaries, there is no actual
planning at different districts within the ministry. The districts in general are responsible to operate
and maintain their branch canals and drains based on orders or commands from higher administrative
levels. With this situation, there is a need to think in a way to initiate local planning process at the
district level that can and should be linked to both regional and national planning.
Drawing up strategies for local level (district and below) development that is sustainable,
area-specific and take into account the felt needs of the local people is a complex and information
