regional level. That is, the government may need to provide more student loans to the regional students with the condition that students must enroll in local colleges or universities. Meanwhile, the government needs to utilize the quality assurance policy to constantly promote the quality of local education institutions and create jobs for regional labors. By doing so, regional youths will have the better access to education and will not have to move to Bangkok or other big cities for their educations thanks to job availability in their communities. Finally, Thailand’s education institutions should realize that they also have a role as social institutions to guide the youth population into the legitimate way of living. That is, high schools and colleges need to focus on moral and ethical development of their students as well, not only on the academics. By doing so, Thailand will not be affected by the youth deficit because youth population will become the productive human resource in the future and bring Thailand the sustained economic growth and prosperity despite the shrinking work force.
