There were also administrative problems in the BLIS project team due to misunderstandings of the strengths and weaknesses of GIS vis-a`-vis CAD. The GIS operators were often asked to modify maps or produce visual effects which were beyond the capabilities of the system. Differences in speed, accuracy and graphic qualities combined with unrealistic expectations led to confusion among the potential end users. This situation was compounded by many of the senior personnel in the BLIS agencies having visited developed countries or international GIS conferences and seeing impressive GIS demonstrations, themselves often only pilot or demonstration projects. These expectations placed considerable pressure onthe BLIS team.
