M: From that it came clear that there were two major focus areas – one of which was
around employment and health, the other which was around improving working
conditions. So although we were dealing with the whole continuum, we used these two
umbrella headings to develop the strategy – and then published it in draft form for
consultation. We used websites and also actively disseminated and cascaded the draft
through stakeholder organisations, using a set of questions to prompt discussion and
feedback.
