The Human Resources Manager originates and leads Human Resources practices and objectives that will support all departments through detailed knowledge of the organization’s human resources needs while providing an employee-oriented; high performance culture that emphasizes continuous improvement, empowerment, quality, productivity, standards, goal attainment, along with the recruitment, development and retention of a superior workforce.
The Human Resources Manager is responsible for the development of processes and metrics that support the achievement of the organization's business goals. The Human Resources Manager will support the assigned business group or location in conjunction with the corporate Human Resources department and within accepted GIA practices.
ESSENTIAL DUTIES AND RESPONSIBILITIES: include the following. Other duties may be assigned.
• Presents and models GIA HR philosophy and policies.
• Ensures human resource and business practices align with the desired GIA culture.
• Following global standards, ensures that appropriate performance management practices are established and sustained.
• In conjunction with corporate HR, ensures compliance by monitoring, advising and implementing applicable legal and corporate requirements according to Thailand Labor Law.
- Handles voluntary and involuntary staff terminations including conducts exit interviews and maintains supporting documentation for involuntary terms.
• Leads recruiting, testing, interviewing and onboarding process for assigned business group.
- Effectively and proactively builds talent pipeline to meet business needs.
- Finalizes the interview results with heads of departments, proposes compensation and benefits packages that fall within agreed limits and prepares offer letters.
- Organizes orientation presentations for new employees.
- Administers internships.
- Strategically performs the background check and/or criminal check as appropriated
- Arranges for the proper health check-up according to the requirement of each position
• Teams together with local management and corporate HR to administer compensation and benefits for business group.
- Maintains and updates salary reviews under the supervision of management.
- Ensures the Provident Fund (TMBAM) application & termination process has been done in a proper timeframe and coordinates with HR staff regarding the following PVF issues:
• Ensures the process of updating the contribution rate in October has been completed on time.
• Ensures the collection of PVF statement every July and January
• Assists with training & development and measurement.
- Sets up training calendar and coordinates with Head of Department to search for training courses.
- Oversees Distance Education courses for staff who sign training agreement.
• Oversees, reviews and provides consultation on urgent visa cases
- Visa & Work Permit for GIA Expatriates (Int’l Assignment in Thailand location)
- Employment Visa for Thai Staff (International Temporary Assignment)
- Training Visa for Thai Staff in other GIA locations
• Uses and applies data analysis to make HR decisions, comfortable with and leverages technology
• Proactively sees and addresses employee relations and performance through appropriate coaching and counseling to employees and management
• Advances constructive and cooperative working relationships with and between internal customers and stakeholders and maintains them over time. Builds bridges between GIA locations, business units, departments and employees
• Learns and understands GIA’s business, culture and mission
• Identifies opportunities and implements HR and business process improvement
• Maintains high standards of integrity and confidentiality
• Communicates to employees regarding GIA benefits programs such as orientations to include information on the specific plans in place
• Oversees and supervises creation, organization and maintenance of all HR databases and file systems; makes sure department files correspondence and other records/documentation
• Maintains proper information regarding privacy and confidentiality
• Demonstrates judgment and discretion with regards to handling private employee information.
• Responds in a timely and effective manner to enquiries by management/staff while acting as an advocate to the Institute
• Coordinates with the third party consultant and accounting department to ensure the payroll and the related matters (such as Pay-slip, Social Security Contribution filing, Provident Fund filing, and WHT filing) are done correctly and effectively in the timely manner. All related documents are approved and filed properly for auditing purposes
• Deals with internal / external auditors for the HR related issues
• Keeps the Company Rules and Regulation & Staff Manual up-to-date and registers for the change with Thai Labor Department as per requirements by law.
• Organize or Be a member of the Company’s Staff Welfare Committee and ensures all procedures and documentation are met as required by the Thai Labor Law
• Reviews all insurance schemes with Managements & corporate and renews in the timely manner
• Plans and organizes:
- collection of personal tax documents
- employee morale-boosting events such as staff birthdays, holiday events, staff excellence and service awards
- annual company trip and CSR Activity
• Performs other duties as assigned.
SUPERVISORY RESPONSIBILITIES:
Supervises HR staff. Carries out supervisory responsibilities in accordance with GIA’s policies and applicable laws. Responsibilities include, but are not limited to, interviewing, making decisions on promotions; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
