Persuasion can hardly work in this type of situation because those concerned have the wrong idea in their
heads. The alternative is the invocation of disciplinary measures. If the library manager is a "stranger" element,
she/he has a very slim chance of success because the culprits will say face to face that disciplinary measures
will not get anywhere. This is the library manager's predicament.
The situation is more difficult when the "sons of the soil" have some godfathers within, or outside the system.
Instead of going into the merits of the case and counselling the culprits to change in their own interest as well as
in the interest of the organisation, the godfathers simply resort to pleading that the culprits should be let off the
hook. The worst situation arises when an erring member of staff decides to exploit a relationship with the head
of the institution to misbehave. Unless the head of the institution is detached, dispassionate and objective, it
could in turn spell doom for the establishment.
