II. Scope
The scope of internal audit function will include the following:
1 Assessment of System of internal Control
1.1 To evaluate the overall system of internal control including operational procedures, management policies, delegation of authorities, and segregation of duty whether they are effective and efficient.
1.2 To evaluate the overall financial accounting system, the correctness and reliability of financial information. This includes review of accounting policies, appropriate recording of revenue and receivables, expense and payables, handling of cash account, timely reporting of financial information and safeguarding of assets.
1.3 To review whether significant policies, rules, law are complied with.
1.4 To assess design effectiveness of system of control of the main operating cycles. This consists of risk assessment considering the nature of company’s main activities as selected from List of Operating Cycles per Appendix 1.
1.5 To develop a medium term audit plan that will serve as the road map for conducting internal audit activities.
2 Conducting Internal Audit
2.1 On our first visit the scope of work shall comprise control assessment audit and walkthrough test to verify understanding of the system control design. The second visit, within an appropriate time subsequent to the first visit (6 month typically) depending on finding and corrective actions required), shall be for the purpose of performing internal audit on the basis of the audit plan as derived from the risk assessment process earlier.
2.2 Audit Program shall be developed for specific areas of interest to be agreed upon between the Audit Committee or Management and DIA based on Audit Plan.
2.3 To prepare audit report with recommendation for process improvements, to meet with the audit Committee or Management to discuss the audit finding and follow –up on corrective actions. Risk assessment / management shall be discussed at each audit / visit to allow Management input into plan modification as may be requires.
