Experience has shown that some preconditionshave to be given to conduct participatory land use planning activities successfully in a country or
region. These are:
- Freedom of assembly, opinion and expression;
- Existing need and demand for land use planning;
- Political will to define land uses in a transparent and participatory way;
- Willingness of all stakeholders to discuss together the optimum
sustainable use of land and other resources, including high-ranking
politicians, public authorities and private investors;
- Legal security and rule of law to ensure that all parties stick to the land
use plan;
- Integration of land use planning into official institutions and structures
resulting in legally binding land use plans.
