When Table 2 is examined, 
it can be seen that the high school students’ test scores are very low and university students’ and physics teachers' percentages of success are close to 50% in the first-tier. 
When the scores are evaluated based on two-tiers, 
it can be seen that participants’ success levels fall between 4.5% and 20.5%. This result indicates that students and 
teachers selected the correct answers; 
however, they are not sure about the answers they have given. Also, it can be said that multiple-choice items are 
poor tools for measuring achievement.
