Using IT involves the following organizational structures: (1) parentsatellite
structure: the regional/local IT director mediates IT use and
reports to the parent IT department; (2) partnership structure: the
negotiated relationship between partnerships with contractual agreements;
and (3) IT ownership between decision-making and roll out
strategy. According to the interviewees, it is hard to delineate the IT
department from other departments, yet it is very crucial in the
innovations process with healthcare service providers. Some IT
departments encounter tight controls from their parent companies
while some IT directors are empowered with more authority to roll out
IT changes. With regard to IT in roll out strategies, the parent company
typically has one-way communication in the innovation decision-making
flowchart. This one-way communication establishes the top–
down structured organizational relationship that illustrates that those
companies have tight control mechanisms from their parent companies.
