several techniques of evaluation research deal simply with whether the message is produced. For example, count the number of news releases written, brochures printed or pages formatted for a website. Or note the creation of special message vehicles, such as a company float for the fourth of July parade. Measurement of message production quantifies the work output of a public relations office, but not much more.
