Responsibilities:
The successful candidate will report directly to the UK Operations Manager and will be responsible for the following key functions:
Implementation, monitoring and reporting of HSE/SHEMS Policies, compliance with the company standards & procedures and quality control manuals across the Chonburi Terminal Operations.
To ensure that the site operations manual, the risk assessments, site drawings (P&IDs) and other relevant material are kept up-to-date.
Ensure that the staff and contractors adhere to all relevant Health, Safety and Environmental regulations and procedures.
Manage terminal operations and ensure a maintenance plan is implemented and all records kept.
Determine the terminals operational and capital budget requirements.
Ensure the performance and financial control of the terminal against the annual budget, including daily and monthly oil loss reports and equipment reliability reports.
Report to the customer the stock position on a daily basis.
Organize, coach and supervise the terminal staff according to the CBT Training Plan in order to have a competent team of individuals within a motivational and effective environment.
Conduct a regular maintenance program for all terminal equipment in order to maintain efficiency of the site.
Participate in the FEED of all engineering projects related to the terminal.
Supervision and monitoring of projects in the terminal.
Identify problems of design, equipment and processes that work against optimal and safe functioning of the terminal and proffer solutions.
Ensure the use of competent contractors for specialized, non-routine maintenance and repair.
Generate monthly reports to the Operations Manager.
Ensure prompt completion of all maintenance and project works in the terminal with minimum disruption to operations.
Ensure there is continual analysis and subsequent improvement of internal processes, in cooperation with internal & external stakeholders, to improve the quality & safety of the operations.
To prepare for and participate in the annual technical inspection by KPIAC Technical group.
To report immediately to the Manager and Operations Manager any reportable HSE incident, oil loss, security lapse or suspicious activity of third parties.
Participates on an annual basis with stakeholders regarding the performance of the terminal.
Deals with all other internal departments within, Finance; Technical; Health, Safety & Environment and IT.
Deal on a regular basis with Local Authorities, Revenue and Excise Departments, DOEB, Contractors, Suppliers.
Qualifications:
Thai speaker and good command of English – written and spoken.
10 years Oil refinery, storage terminal or pipeline operations & maintenance experience.
Engineering degree or equivalent.
Experience in a technical operational environment/good technical insight.
Project Management skills.
Proven ability of good communications skills.
