The recommendations provided the basis for the education
sector plans in the Fourth Plan. It does not, however, go so far as to commit itself in quantitative
terms as to the size of the reduction in disparities that will be achieved during the period of the Plan.
Aside from expansion of enrolment for all levels of education, the existing system is being modified
so that it becomes more closely related to the other facets of economic and social development.
This implies linking the educational system to local conditions, creation of greater flexibility in
educational administration, forging a link between in-school and out-of-school education and providing
educational facilities in line with the needs of the labour market.
