According to the surveys made by Jiang (2011), around 70-80% of current urban buildings, especially the public buildings in China haven't taken any effective energy management with the co-benefits objective. The lack of good energy
management and professional staff cause the capacity barriers.
Otherwise, the lack of active engagements from stakeholders (e.g. investors, developers, usurers of buildings) who have different benefits in energy saving and carbon reduction activities also cause more or less capacity barriers.
