Alternative approaches aid
The implications of this shift, if it is to become effective, are wide-reaching. Much more attention must be given to the administrative capacity of a country to absorb aid, and where this is lacking there should be provision for more training and for a greater emphasis on the effective use of counterparts.
The way ahead
The concept of aid as we know it today is relatively new and it has been shown that contribution of aid to development should not be exaggerated. Ultimately, a nation’s development will depend largely on its own efforts, a political will of its leaders and the responses of its people. This may sound impossibly idealistic. It will not perhaps happen for many years to come, but it can, at least be held as a guideline for the future.
