If a large-scale earthquake occurs, NHK receives an earthquake early warning (EEW) from the Japan Meteorological Agency and immediately switches its on-air TV programs to a breaking news flash. In the breaking news programs, audio emergency information of the announcer is of course missed by deaf viewers; moreover, deaf viewers whose first language is JSL might have difficulty understanding the displayed text information smoothly. Presently, when a disaster occurs and a Hybridcastcompatible TV set receives an EEW, it automatically turns off the Hybridcast contents currently being overlaid on the TV screen and displays the emergency contents instead. The proposed system utilizes this mechanism to provide emergency information rapidly in JSL, enabling viewers whose first language is JSL to intuitively understand the situation
