Setbacks – partially object on the basis that setbacks themselves are not necessarily a bad idea however they should be very well thought out based on the risks that they are intended to mitigate (ie. noise issues, turbine / foundation failures, wake losses etc.). There is much that can be learned from the international wind industry in this area and we believe ERC should seek external guidance. I wonder whether our Strategy & Policy Services (SPS) team might be able to step into the void on the above in support of ThaiWEA. They’ve been working over the last couple of years with IFC and DEDE on the draft Alternative Energy Law which I understand is now reviewed by Ministry of Energy for the submission to Cabinet and to the National Legislative Assembly for their consideration.
