So far, empirical studies on land finance and expansion of non-agricultural land have mainly focused on the urban area at theprefecture-level city, and this research goes further to the land usechange in the peri-urban area at the county, township and villagelevels. The results have shown that local cadres in the peri-urbanareas have the same incentives as the municipal governments topursue for land finance. Moreover, the heavy reliance of peri-urbanareas on manufacturing industry has enhanced the substantialexpansion of industrial land.
