Another Legalist was Shen Buhai, who was a senior minister in the Han dynasty court (4th century BCE). He is known for exemplifying the theme of shu, or managing bureaucracy.
Shen believed that it was important for the ruler to have full control of his advisors, because so many rulers previously had become subservient to their advisors.
To this end, he proposed a system that could test the abilities and achievements of officials to limit their power.
