If the problem persists, it can be a selective network receptivity issue. If that is the case, one way possible is to ask the agency for the links and we send this directly instead. As such, I will ask to consolidate the responses before doing so. I will also request a slightly more frequent reminder sent as our own reminders may initiate better awareness of the survey invitation
