Thai – china rail project on track, says prime minister
PRIAYUT Minister Prayut Chan-o-cha has reaffirmed that the planned rail way project involving Thailand and china is going ahead although both sides need more time to negotiate many aspects relating to it.
He said the project was a symbol of this year's 40 th anniversary of diplomatic relation between the two nations.
There remains some differences over the proportion of the joint venture-how much each side will invest and the financial arrangement, prayut told reporters yesterday. “we will try best for the benefit of the country.
we will have a joint venture company. nobody wants to rely on only the other but we have to keep in mind the benefits for the people such as how much tickets should be”
prime minister prayut was responding to media reports that the project was in jeopardy after china in creased the construction cost from bt400 billion to bt500 billion and demanded a high interest-rate loan be extended to thailand for the joint investment.
Thailand and china signed a memorandum of understanding last year to jointly develop the railway linking nong khai to bangkok and map ta phut. but after nine rounds of negotiations, no progress on the deal has been made.
The project would feature a double track with a standard gauge (1.435 metres) with trains reaching speeds of up to 180 km/hon the following routes Bangkok -kaeng khoi and nakhon ratchasima-nong khai-kaeng khoi map ta phut.
The government will not allow the project to fail, prayut said. "but we have to go step by step. one could go on but one might stop, and some steps might need to wait. the train has many pro tions," he said.
He said other issues that needed to be negotiated centred on the building of the rail system, the operation of the trains and profit sharing
“ Initially, we wanted to build the rail system but it requires a hight investment cost. So we are thinking about a joint venture but with a proportion of 50/50 or 60/40.
“We have land and this could be translated into the investment. You guys (reporters) keep asking only about the interest rate (for the loan). That is only one issue ,”.he said.
Regarding the operation of the trains , he said there was an issue over who would invest and how much. There remained no agreement on how to share the profits.
“It is good if we invest 100 per cent .We would not hare (the profits)with anybody. But as we don’t have a big amount of money , we need a joint venture and to share profits ,” he said.
Commercialising the rail stations along the routes has been discussed but it unclear how that would occur, he said.











Consumer confidence increases again
Consumer confidence rose for a second straight month in November, driven by the government’s stimulus measures, higher economic growth prospects and low interest rates.
A survey by the University of the Thai chamber of Commerce (UTCC) yesterday showed the consumer confidence index rose to 74.6 points last month from 73.4 in October

The higher-than-expected number of inbound tourists, forecast to surpass 30 million, and the government’s stimulus pack ages will help to offset negative effects from falling export and agricultural production, which are likely to decline more than anticipated for the full year.
The NESDB predicts export value will contract by 5% this year, with private consumption and total investment growing by 2% and 4.6%, respectively. Headline inflation is expected to be -0.8%.
It is expected there will be a surplus in the current account balance of 6.3% of GDP.
Next year, the government’s planning unit projects the economy will grow by 3-4%, supported by an execration of government expenditure an investment, positive contributions from stimulus packages and a gradual recovery in the global economy and export prices.
