Women on the user committee in Indore spoke about their
desire for social service. They wanted to help resolve water
supply issues but were not opposed to receiving financial
compensation. They also mentioned their group solidarity as
a primary reason for their motivation. They had mobilized
women in their communities and transported them by bus to
the municipal office on several occasions prior to the project
to demand services and were, therefore, confident that the government
noted their seriousness. During a focus group discussion,
