Teacher Training
Admission to Korean teacher-training programs is highly competitive.
The Korean Ministry of Education, Science, and Technology
(MEST) reported that only the top 5% of high school graduates were accepted
in the university education programs (MEST, 2010).
All teachers, including part-time teachers, must complete
a teacher certificate training program at a nationally accredited
institution with a grade average of least 75%.
Quotas are set by MEST for student admissions to teacher training
institutions based on the national demand for teachers.
In spite of this, the total MEST quotas have not been changed for several years,
which has led to an oversupply of teachers.
