I think effectively communication can made from good sender and receiver. Controlling the group of people is very hard. So we have to choose one of each department to set up team for spread the same information and meaning. By meeting and seminar to brainstorm and gather more information .Sender must have to share the clearly information and check the understanding of listener that they understanding what the speaker said .In the other hand receiver must pay attention to sender while sender speaking .Especially If not understand should raise your hand and ask question.
