theEuropean Union's human rights policy towards Burma andIndonesia from 1989 up to present. Its main objectiveis to portray the EU's double standard in pursuing itshuman rights policy towards these two countries. Inthis study, theory of national interest was used as ananalytical framework. The study found that the EU which one of itsspecific objectives was to promote the respect andprotection of human rights among the member countriesand around the world, however, has applied doublestandard in carrying out the human rights policytowards Burma and Indonesia even though the humanrights violations in these two countries wereconsidered to be at the same level. Examples includedrestrictions on political rights and freedom, theabsence of free political expression, arbitrarydetention of political prisoners, prisonerdisappearances and violations of minorities' rights. Double standard can be explained by thedifference of trade relations the EU conducted withBurma and Indonesia when the level of EU traderelations with Burma was very low while it was highwith Indonesia. Such practices were considered as theEU's partial reactions to intentionally apply moreflexible human rights policy towards Indonesia whilestrict policy was applied towards Burma. This thesis has made a conclusion that the doublestandard that the EU has applied on Burma and Indonesiawas resulted from different economic interests the EUobtained from these two countries.
