Seems the discussion is a bit deviate from what we have discussed in Bid meeting. The topics we pointed is when we got award for M&E contract, especially new construction site.
• CTES will prepare defect list, when it did joint handover with consultant.
• However, CTES team mentioned that the defect only means CTES can or cannot do the PM. For instance Air-conditioning system, the defect under CTES’ concept means CTES can do monthly service or cannot do the service.
• This makes us understanding that CTES will see only Air-con is on when he put switch on. Air-con temperature or other functions are not what CTES putting into the report. So, when CTES said there is no defect list, Air-con might work as a “Fan”. Is this really what they means; maid/ security can do this kind of inspection.
• This brings BD questioning that, how much client has to pay when he get the real defect list and what does CTES really means with its defect list.
Looking at K Vince mail, one of the benefits from this report is opportunity in getting special work. I do strongly agree in this but it totally different with the understanding of CTES team, if they insist that defect will show only can or cannot do the PM.
