The potential for additional employment exists practically exclusively in the protected service sector. Depending on the type of social welfare state and the method of funding used, the public sector can in varying degrees contribute to the generation of new employment. In all case, however, the contribution of the private sector towards generating employment in this sector will be critical for achieving the goal of full employment. The securing of full employment necessitates the implementation of the measured described in the relevant sections on the social welfare state in this chapter. Since a service economy is ruled out in the case of social democracy, the expansion of social and household-related serveiced has to be politically driven and secured.
