A dominant finding was the very strong relationship between progressive decision-making ideology and all ten of the human resource management practices. Simply put, firms that encouraged open communication, participation in management decisions, and a systematic search for opportunities were more likely to have implemented HtI practices. The relationship between progressive decision-making ideology and eight of the practices was highly significant. While there was a slightly weaker association when considering the presence of a sexual harassment policy or a human resources management/industrial relations department, the overall results strongly support Hypothesis 1 (that is, firms with a higher progressive decisionmaking ideology score are more likely to have adopted human resource management practices).
