The two private faith-based institutions, the K–5 school and the university,
began work together on February 2, 2003. Preparation and
preplanning for the project included selecting university faculty to
participate in the project; discussing budget implications for the university;
completing a review of the literature on school reform; assessing
the needs of the K–5 school in terms of student achievement,
curriculum, and staffing; and designing a plan for intervention.
Prior to implementing the partnership, the university team
attempted to collaborate with the K–5 school to determine the
need for change in terms of existing strengths, areas for improvement,
and ongoing assessment. Because the K–5 teachers lacked
the experience to identify areas for improvement, a plan was created
by the university mentors and dean emeritus to improve the
teaching and learning process. This plan included curriculum
development, training to enhance instruction, and ongoing student
assessment. University mentors were assigned, one to each K–5
teacher. Mentors visited classrooms weekly to observe or to model
teaching strategies, participated in the K–5 weekly teacher meetings,
and provided professional development workshops. Inservice
education and workshops were developed for parents as
well as teachers. The dean emeritus served as principal for 2.5 years

as the K–5 school transitioned to a new administration. The entire
school became involved in the change process.
The K–5 school board endorsed this plan for change. However,
it was apparent to the university mentors and the dean emeritus
that all but one of the teachers were initially resistant, fearful,
Purpose of the Study
The purpose of this study was to document 18 months of the planning,
process, and outcomes resulting from the partnership
between a private, faith-based university and a private, faith-based
K–5 school. Three primary research questions guided this study:
1) What are effective ways of approaching school=university partnerships
within a private setting?
2) What are the assumptions of members of both institutions
regarding the partnership?
3) What are the criteria and outcomes of a successful partnership?
Review of the Literature
The theoretical framework for the study is based on case-study
theory; the review of the literature is primarily focused on kindergarten
through 12th grade (K–12) schools and university partnerships.
The premise of school=university partnerships assumes
that these collaborations are beneficial to both the K–12 setting
and the university involved and that the outcome is to benefit
student learning and contribute to school improvement.
Review of the literature on partnerships between K–12

for institutional partnerships. These partnerships are often referred
to as:
. . . ranging from cooperative arrangements to true collaborations . . . In the
absence of a single definitive or recommended model, each partnership
takes on a different flavor and reflects the variety of needs, opportunities,
and philosophical beliefs held by the partnering institutions and individuals
(Marshall, 1999, p. 400).
