Japan’s Diplomatic Bluebook of 2004 was the first to add new sections on the promotion of FTAs and EPAs, citing the rapid development of EPAs and FTAs around the world and the stalled WTO negotiations as requiring Japan to seek other avenues such as FTAs and EPAs to promote and expand economic relations with other countries as well as economic cooperation outside the scope of WTO.
