The process begins by gathering data and information in an environmental scan, as shown in Figure 2.1-1.
Planning horizons are defined based on the ability of Collin to rapidly respond to internal and external shifts in the environment. Short-term planning covers the coming year, and long-term planning was decreased from five to three years to ensure more timely execution of objectives and outcome measures.
